You could always print out flyers and put them up places. Classic technique that never lose touch. Or make up a website, send out links to friends. Overall word-of-mouth is the best promotion tool.
Also, getting involved with a craftstore. It sounds really hard of course, but I know this place that had classes in painting and scrapbooking and whatnot. You could always go to a class and pursuade the others to join your group.

a tried and true technique I’ve used was to host a crop (scrapbook “party”). this doesn’t have to be at your house, it can be at a local store or meeting hall. usually you can charge about $10-$15 per person to rent the space for the night. encourage others to come as well and promote lots of conversations. This is a party where everyone crops. After the group os reasonably accustomed to one another, and trust me they will become good friends, you can have a crop away. this is where your crop circle/ group goes away for a weekend and rent a house to crop in. I have made lots of new friends and have had wonderful times together.
